Office of Rural Health Policy
The Office of Rural Health Policy administers a number of grant programs that can be used to support rural EMS and trauma system development at local, regional and state levels. Among these are:
- Rural AED
The Rural Access to Emergency Devices (RAED) Grant Program provides funding to rural communities to purchase automated external defibrillators (AEDs) and provide training in their use and maintenance.

The Office of Rural Health Policy's Outreach Grant Program is designed to encourage the development of new and innovative health care delivery systems in rural communities that lack essential health care services.

Network Development Grants provide funding to help rural communities strengthen their health care systems. These grants are designed to further ongoing collaborative relationships among health care organizations by funding rural health networks that focus on integrating clinical, information, administrative, and financial systems across members.

The Rural Hospital Flexibility Program is a Federal initiative that provides funding to State Governments to strengthen rural health. It allows small hospitals the flexibility to reconfigure operations and be licensed as Critical Access Hospital (CAHs), offers cost-based reimbursement for Medicare acute inpatient and outpatient services, encourages the development of rural-centric health networks and offers grants to States to help implement a CAH program in the context of broader initiatives to strengthen the rural health care infrastructure.
